A seasoned engineer with over 22 years of technical prowess, Kevin R. Weiss has led JMH Weiss, Inc. as President and CEO since 1996. Under Kevin’s leadership, the firm manages all size projects from small subdivisions to large master planned communities. During his tenure, the firm has grown six fold and expanded the company’s sphere of influence throughout California and neighboring states.
Kevin’s experience started in the Washington DC metropolitan area where he successfully entitled and developed hundreds of acres, including numerous office projects in Tyson’s Corner Virginia, as well as major industrial, retail and residential developments in suburbia Washington, D.C.
Kevin relocated to California in 1989 and has continued his professional service in the same manner throughout northern California. Today JMH Weiss, Inc manages large projects such as the 1,000 unit Palm Valley residence club and the 800 acre Pacific Commons development containing over four million square feet of industrial, retail, and R&D uses and the Redwood City Industrial Saltworks Project – a 1,400 acre venture between DMB Inc and Cargill in Redwood City.
By methodically studying the technical complexities involved with various types of land use developments over the past 22 years, Kevin has mastered the ability to “see the big picture”. It is this depth of experience that provides the leadership and necessary skills to JMH Weiss engineers and planners to complete a variety of projects with accuracy, efficiency and high quality professionalism.
Kevin’s extra curricular study of real estate, law, and environmental processing has elevated his unique ability to plan, and process large-scale projects through entitlement and master planning. He has been at the forefront of Sustainable/Green development from his participation in crafting the Chesapeake Bay Act for water quality management to his key efforts in the design of the first gold LEED certified building in California for the Hewlett Foundation. He has demonstrated his extensive knowledge in storm water quality and sustainable planning by providing expert seminar discussions for local area governments and consultants at the request of the Regional Water Quality Control Board.
Kevin holds professional licenses in Civil Engineering and Land Surveying and is a graduate of Penn State University with degrees in Physics and Civil Engineering.
Eva Leilani Cabico
Chief Operations Officer

With nearly two decades of operations experience, Eva Leilani Cabico currently serves as Chief Operations Officer of JMH Weiss, Inc. In this capacity, she oversees the day-to-day operations of the firm, including planning and business functions, in addition to general responsibility for financial planning and controls, personnel administration, business and client development, systems and physical facilities. In collaboration with the President, Eva identifies and plans for the changing needs of the organization, sharing responsibility with the appropriate management team for strategic planning, client profitability analysis, practice management and marketing.
Also involved in enhancing the firm's visibility and image in JMH's target markets, Eva helps strategize PR and marketing communications efforts, including web site development, marketing collateral, special event production and the firm's RFP protocol process.
Prior to JMH Weiss, Eva has held posts at Silicon Valley companies in various sectors-including high tech, software, hardware, venture capital and biotechnology-working at such leading entities as Cisco Systems, Redback Networks and Genentech. She was also instrumental in launching Hana Biosciences in South San Francisco.
With her strong background in optimizing business processes and corporate design infrastructure, Eva provides leadership in forging team synergies and building an organization that not only achieves the mission statement, but exceeds financial/operational objectives for JMH Weiss, Inc.
DJ Edwards
Senior Project Engineer

DJ Edwards has over 10 years of design, engineering, and project management experience in public infrastructure and site plan engineering as well as design for residential, industrial, commercial and governmental facility projects. Creative and cost effective designs and dedicated client service are always his top priorities. Edwards has been recognized as the most productive, efficient and profitable project manager in JMH Weiss history.
As a project manager, Edwards managed and designed new commercial and civil engineering related projects in Northern California. His responsibilities included grading, drainage and site design as well as marketing, proposal generation, construction document preparation, project profitability, client and consultant interaction and coordination, and engineering staff management.
Edwards also holds a prowess for cost estimating and scheduling, generating complete construction cost estimates, from quick-response "rough order of magnitude" estimates to fully detailed spreadsheets. He has also provided life-cycle costing as an integral part of construction alternative recommendations to clients. Additionally, Edwards performs critical path analyses of planning, design and construction milestones to monitor and ensure all project schedule and budgeting goals from demolition to occupancy phases.
As a project engineer, Edwards most notably designed and managed institutional and commercial civil engineering projects. He has spearheaded such projects as roadway alignments, grading and paving, storm and sanitary sewers, water system design (fire and domestic), storm water treatment facilities, among many others.
Edwards holds a professional license in Civil Engineering in California and is a graduate of San Jose State University with bachelors degree in Civil Engineering.
